LongDescriptionThe use of outsourcing in government is driven primarily by the need to avoid capital expenditures and to reduce transactional processes, thus enabling an increased opportunity to focus on strategic roles. This report covers outsourcing models and provides case examples from the U.S. and Europe. Useful information includes a discussion of selecting and managing the vendor relationship. This report covers constraints and problems with early adopters and provides several case studies including human resources (HR) outsourcing by the Transportation Security Administration and by the state of Florida. The Florida case study should be particularly useful to Departments of Transportation (DOTs) considering outsourcing all HR functions because it describes the challenges experienced, as well as the excess costs and delays in implementation. Questions are addressed, such as why outsource HR, who in the public sector is outsourcing, and what does HR outsourcing look like? Additional topics covered include structuring the outsourcing program, constraints and obstacles to public sector outsourcing, weighing the concerns, the outlook for HR outsourcing in the public sector, and lessons learned.
